How Zilean wins
Zilean's value is timing. Spend mana carefully on point-and-click bombs, use Rewind only when repeating Q or E changes the play and cast Chronoshift early enough that the intended ally can still fight around it.

Time Bomb
Place the point-and-click bomb on a champion or unit near the target, then back away while the delayed area damage forces movement.
Rewind
Reduce the cooldowns of Zilean's other spells so a second bomb, speed effect or ultimate becomes available when it will matter.
Time Warp
Speed an ally into or out of danger, or slow an enemy so the team can land follow-up without exposing Zilean.
Chronoshift
Mark the ally most likely to take lethal damage before the final hit, preserving enough distance that Zilean is not removed first.

Identify the ally the enemy must kill, cast before lethal burst and use Time Warp to help that ally reposition after revival.

Single-target dive
Slow the entry, Exhaust the damage and place Chronoshift on the ally the diver must finish.
Long-range poke
Protect health, use movement speed defensively and avoid spending every Rewind on low-value bomb trades.
Hard-engage lane
Hold Time Warp and Exhaust for the commitment, then punish the retreat with a bomb after the danger passes.
